Key Responsibilities/Duties
A. Strategy and Planning
• Contribute to the development, implementation, and update of the section related policy, procedures manual, delegation of authority, systems user manuals and standard forms, and ensure alignment with ADAA’s overall policies and procedures.
• Contribute to the development, implementation, and update of the sections’ strategic, budget and procurement, and operational plans ensuring alignment with the department and sector strategy and objectives, and ADAA’s mission and vision.
• Assist in the development of the section Key Performance Indicators (KPIs) and ensure to meet individual KPIs to improve efficiency and effectiveness.
B. Operations (with sub-headings)
IT Governance and Strategy:
• Implement IT operational standards across the authority which will include regular communication and budgeting to achieve maximum efficiencies and synergies in IT operations.
• Contribute in the development of IT policies, procedures and operational standards for IT Infrastructure in accordance with industry’s best practices and implement across ADAA to achieve maximum efficiencies and synergies in IT applications.
IT Infrastructure:
• Design and develop technical infrastructure and ensure continuous update in accordance with the IT policies, procedures, industry’s standards, and best practices to support IT business continuity in an efficient and effective manner.
• Monitor the performance of ADAA’s IT infrastructure by using proactive monitoring systems, response to technical malfunctions and accidents immediately and develop appropriate solutions in coordination with the concerned parties inside and outside ADAA.
• Contribute to the development and implementation of IT disaster recovery plan for IT infrastructure to ensure adequate back up, availability of all information and business continuity in case of disruption or emergencies.
• Implement policies and procedures related to the use of cloud-based systems services including connections to and from various cloud network types, monitoring and maintaining firewalls, requesting for new technology, maintaining a secure cloud environment and ensuring appropriate availability of services also known as uptime.
• Evaluate business requirements and design the best solution technically and commercially whilst keeping the business goals and objectives in mind to ensure compatibility with Authority’s cloud environment
• Plan, deploy and supervise cloud resources, monitor resource performance to ensure service availability and financial reporting capabilities.
• Analyze and categorize cloud resources, review consumption to ensure cost effectiveness, and accurate reporting.
• Monitor and review administrators’ vendors’ access to cloud environment and provide report to the management to ensure proper control of access provision and up-to-date information.
• Works closely with related end users to respond to technical issues and queries; determine the source of the problem and resolve as per the Service Level Agreement (SLA) and criticality of the incident.
• In collaboration with Procurement Department, conduct selection process of the vendor to meet ADAA’s operational needs and obtain both commercial and technical deals.
• Create detailed reports which provide high level Cloud performance information to management and detailed low level data for review and enhancements
Data Center:
• Establish implement and supervise data center / server rooms’ standards and procedures including managing HVAC, UPS and Electrical systems & generators, monitoring its performance, conducting inspections and troubleshooting technical issues to ensure ISO standards are maintained to support IT requirements.
• Carry out daily inspection, electrical and mechanical system upgrades, equipment installations, cabling and labelling of cables, Electrical Generators/ UPS battery systems Maintenance to support Business operations in accordance with IT policies, procedures and ISO standards to support business operations.
C. Talent Management and Development
• Ensure completion of required trainings and certification programs in order to keep current with job requirements and ensure continuous performance improvements. • Obtain timely performance review assessments for midyear and annual performance review and ensure to meet the set KPIs.

D. Corporate
• Ensure adherence and compliance with all ADAA corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety, etc.).
• Prepare section’s related correspondence such as e-mails, memos, and letters to ensure professionalism, completeness and accuracy of information.
• Retain, document, preserve, and archive section’s related physical and electronic records in accordance with relevant policies and procedures.
• Respond any section related queries and provide required support to relevant ADAA’s organizational units and employees as and when required.
• Utilize relevant technologies used within ADAA in order to optimize work efficiency
Requirements
• Bachelor’s Degree in Computer Science/Studies or in Information Systems or computer engineering or a related discipline is essential
• Cloud Architect or Cloud Administrator certification • Information Technology Infrastructure Library (ITIL)
• 5 - 7 years of relevant experience in IT strategy formulation, policies, processes, systems development and infrastructure or equivalent work experience.
