Job Objective
Manage employee relations activities within Abu Dhabi Accountability Authority (ADAA) including but not limited to new employees on boarding, employee records management, employee grievances and disciplinary procedures, compensation and benefits program, employee engagement and retention, policies and procedures implementation and update, and off boarding to establish an effective employee relations and a corporate culture which encourages excellence, innovation, teamwork, engagement, continuous improvement, and performance excellence in accordance with the Human Resources (HR) strategies, policy and procedures, and UAE labour laws.
Key Responsibilities/Duties
A. Strategy and Planning
• Develop and manage the implementation and update of the section related policy, procedures manual, delegation of authority, systems user manuals and standard forms, and ensure compliance across the Authority and alignment with ADAA’s overall policies and procedures.
• Develop and manage the implementation, and update of the section’s strategic, budget and procurement, and operational plans ensuring alignment with the department and sector’s strategy and objectives, and ADAA’s mission and vision.
• Ensure effective cascading of the department and sector’ strategy and objectives, and ADAA’s mission and vision into the section’s strategic, budget and procurement, and operational plans to achieve ADAA’s overall objectives.
• Develop the section’s Key Performance Indicators (KPIs) in line with ADAA’s overall objectives and ensure individual KPIs are met to improve efficiency and effectiveness.
B. Operations (with sub-headings)
• Manage the review and update of employee relations related policies and procedures in accordance with ADAA Human Resources Regulation to ensure alignment and validity of information.
• Manage the review, update and maintenance of the employee handbook to ensure alignment with ADAA’s human resource policies and procedures as well as the UAE labour law.
• Manage awareness campaigns related to updates on HR regulations and bylaws in collaboration with relevant stakeholders to spread employee awareness and ensure compliance with ADAA HR policies and procedures and the UAE labor laws.
• Manage the development, maintenance, archive and update of employee database such as personal information and any other data related to employee in accordance with HR policies and procedures to ensure accuracy, validity and availability of information. • Manage the development and implementation of compensation and benefits programs, including but not limited to devising and monitoring of salary structures, individual compensation and annual salary review, and benefits administration and processes review to ensure that policies, procedures, and programs are in alignment with ADAA’s overall objectives and HR vision.
• Manage the payroll administration to ensure accuracy of financial information and timely payments to employees in accordance with the compensation and benefits framework.
• Lead the conceptualization, development and implementation of employee engagement and retention management framework in line with related industries’ best practices leveraging data to implement programs and initiatives that promote employee happiness, engagement, and wellbeing across ADAA in order to achieve a culture of excellence and high employee engagement in line with the HR strategies.
• Manage on boarding process of new joiners including but not limited to induction/orientation program, requisition of IT assets, completion of documentation related to joining arrangements, etc. in accordance with the HR policies and procedures.
• Manage the development and implementation of induction/orientation programs in collaboration with the Employee Development section to provide new joiners with an overview of ADAA’s objectives, functions, work environment, policies, and procedures, whilst ensuring effective delivery of a unified message across all levels within the organization.
• Manage the customization, maintenance and improvements of Human Resources Information Systems (HRIS) to ensure alignment with HR policies and procedures.
• Manage attendance system including but not limited to monitoring and generating of reports to capture attendance trends, review reports to ensure corrective actions are taken for undue absence from office in accordance with the HR policies and procedures to improve productivity of employees within the Authority.
• Manage the sourcing and assessment of all insurance coverage option available from insurance companies and review recommendations of the best insurance coverage program that meets the Authority’s needs.
• Manage employee grievances and disciplinary issues to ensure proper resolution of disciplinary cases in accordance with the disciplinary procedures of ADAA.
• Manage responses to employee relations inquiries, investigations, corrective actions, and related activities ensuring alignment with the HR policies and procedures, and legal frameworks.
• Manage exit interviews for employees leaving the authority and review the attrition report to analyze finding and attrition trends.
• Manage off-boarding process of employees leaving the authority including but not limited to exit interviews, completion of exit clearances and calculation, disbursement of end of services benefits, and repatriation in accordance with the HR policies and procedures.
• Devise effective succession plans to identify critical key positions and appropriate successors.
C. Talent Management and Development
• Manage the effective achievement of assigned section operational goals through effective leadership by setting individual objectives, managing performance within the section, and developing and motivating the team to maximize performance. • Monitor a section’s training plan to ensure that the team attends all trainings and development activities required for the role for continuous performance improvements. • Conduct performance evaluation of subordinates against KPIs by monitoring individual performance, reviewing progress reports, recommending corrective actions and providing overall assessment to support the achievement of ADAA’s overall objectives.
• Manage team workload within the section through the appropriate delegation of work.
• Motivate subordinates, especially focusing on developing capabilities of UAE National employees, to develop a motivated and high performance team.
D. Corporate
• Ensure employee adherence and compliance with all ADAA corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety etc.) within the assigned section.
• Manage and review section’s related correspondence such as e-mails, memos, and letters to ensure professionalism, completeness and accuracy of information.
• Manage the retention, documentation, preservation, and archive of section’s related physical and electronic records in accordance with relevant policies and procedures.
• Manage any section related queries and ensure that required response and support are provided to relevant ADAA’s organizational units and employees as and when required.
• Ensure relevant technologies used within ADAA are utilized by employees in order to optimize work efficiency.
• Ensure compliance with ADAA’s values, Code of Business Conduct and ethics at all times to support the establishment of a value driven culture within the Authority.
• Ensure the implementation of the relevant health and safety legislation, policies and procedures, in the performance of duties within the assigned section.
• Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
• Ensure that all reports are prepared accurately, submitted timely and meet ADAA requirements and quality standards.
E. General
• The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.
• The academic and professional certificates required and approved by ADAA should be acquired within the period specified and based on the employee’s Individual Development Plan.
• Perform the task and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.
• Ensure teamwork, collaboration and dedication in performing duties.
• Showcase a strong leadership to the team members.
• Knowledge and awareness about the capabilities of the subordinates and showcase a strong knowledge in the field of specialization.
• Provide the required support and guidance to the subordinates.
• Take responsibility of the decisions made.
Requirements
• Bachelor’s degree in relevant field
• 10+ years of relevant experience in the field of “Personnel and Employee Relations” with preferably in supervisory role.
