Job Objective

Direct and lead the development and implementation of Abu Dhabi Accountability Authority’s (ADAA) IT strategy and oversee the design and implementation of delivery support and assurance through formulation of an IT roadmap and IT initiatives, to ensure effective translation of business requirements into IT solutions and to enable growth and improve customer experience whilst continuously striving to improve ADAA’s IT efficiency and operational excellence.

 

Key Responsibilities/Duties

A. Strategy and Planning
• Direct and lead the development and implementation of the department related policies, systems, procedures manual, Delegation of Authority, system user manuals and standard forms to ensure compliance across the Authority and alignment with ADAA’s overall policies and procedures.
• Ensure effective cascading of the sector strategy into the department’s strategic and operational plans to achieve ADAA’s overall objectives.
• Develop and direct the implementation of the department strategic, budget and procurement, and operational plans, and monitor corporate performance ensuring alignment with the sector strategy, ADAA’s vision, mission and corporate objectives.
• Forecast and develop department budget and direct the monitoring of financial performance against the budget to ensure areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.
• Develop the department Key Performance Indicators (KPIs) in line with ADAA’s overall objectives and ensure that sections meet KPIs in order to improve efficiency and effectiveness.

 

B. Operations (with sub-headings)
IT Governance and Strategy:
• Oversee and lead the development of IT governance framework covering IT services, IT risk management, and IT compliance in line with industry’s best practices and standards to support ADAA’s overall strategy.
• Direct the development and maintenance of the IT Strategy to guide best practices adoption and ensure ADAA’s operational and security concerns are addressed with the executives.
• Oversee and direct the design, development and communication of IT policies, procedures and operational standards in accordance with industry’s best practices and ensure implementation across ADAA to achieve maximum efficiencies and synergies in IT applications.
• Oversee the planning, implementation and maintenance of IT infrastructure and applications to ensure that all necessary systems are in place to meet the requirements of operations.
• Oversee and lead the process of identifying and documenting all IT related needs from different users at ADAA and liaise with external vendors to develop solutions and ensure accurate design architecture of the necessary IT systems.
• Manage the identification of potential integration needs with the IT systems / applications / databases of external stakeholders to ensure effective flow of information.
• Drive proactive identification of opportunities and risks for delivering services through technology, identification of opportunities for innovation, and assessment of obstacles and technical hurdles to the business success.

• Ensure the adherence to IT project methodology and framework to ensure projects are executed within the quality, time, and approved costs.
IT Applications:
• Ensure all major systems, applications, networks, and hardware are operating and maintained cost-effectively, and meet defined service levels agreements (SLA) and standards, as well as the defined user and business needs.
• Lead the effective provision of application support and live troubleshooting of IT systems and applications by managing the team activities, including third-party vendors, to ensure satisfaction of internal and external customer whilst maintaining uninterrupted operations.
• Direct the monitoring and verification of effective operation and maintenance of systems and applications including IT systems, enterprise applications, hardware, daily backup, server management, etc. to avoid any business disruptions.
IT Infrastructure and Workplace:
• Drive and build relationships with contractors and vendors and review their performance periodically to ensure that ADAA receives high quality IT services in accordance with defined SLAs.
• Ensure that the development, provisioning, and maintenance of appropriate technologies is aligned and consistent to business requirements and strategies.
• Ensure that ADAA’s systems and infrastructure provide the up time based on industry standards and aligned with ADAA's business continuity requirements.
• Oversee and perform quality assurance activities related to the performance of IT systems, review and provide reports regularly on application performance.
• Lead the implementation of disaster recovery plans, in coordination with other IT teams, when required to safeguard and protect all IT operations.
• Direct the compliance to service level agreements with the external vendors for hardware and software and monitor the performance of vendors in line with the service level agreements and takes remedial action.
• Ensure the implementation of effective measures for data integrity, security, and access control to ensure confidentiality and protection of data.
• Ensure adherence with software licensing laws (Abu Dhabi System & Information Centre).
• Direct the development of the information technology project management framework and quality standards across the entity.
• Provide subject matter expertise and facilitate audit of detailed documentation of security policies, procedures, standards, and documentation.
Data Management
• Oversee the development and implementation of Data Management Programme in compliance with the Abu Dhabi Data Management Standards ensuring alignment to ADAA’s overall Strategic Plan and the Abu Dhabi eGovernment Strategy.
• Define and implement a programme governance structure to oversee rollout of the Data Management Programme.

• Oversee the establishment of processes and tools that support the data principles to allow business-focused initiatives within ADAA to align with the Data Management Control Standards set forth by ADAA.
• Oversee the establishment and implementation of data governance checkpoint process, which will include appropriate monitoring to allow programmes to show compliance with the Data Management Standards and ensure that corrective actions are documented and implemented in case of deviation from these Standards.
• Oversee the establishment of data architecture roadmap to assist in planning and implementing both the Enterprise Data Capabilities and the Application Data Management capabilities.
• Build the required capabilities within ADAA to support the objectives of the Abu Dhabi Government Data Management Programme.
• Oversee the identification of IT capabilities required to support the business processes and collaboration in the development of information technology strategies as an integrated part of the business strategy.

 

C. Talent Management and Development
• Direct the effective achievement of department operational goals through effective leadership and by setting department objectives, managing performance within the department, and developing and motivating the team to maximize performance.
• Oversee and lead talent development initiatives in coordination with the Human Resources Department and discipline experts and thereby ensure the availability of talent to fit ADAA’s requirements.
• Act as a role model and ensure the team adheres to organizational values and ethics to establish a value-driven culture within the Authority.
• Share professional expertise and knowledge to build internal intellectual capital and facilitate knowledge sharing across the Authority.
• Manage, mentor, guide and coach section heads by using effective leadership strategies, providing directions and ensuring proper execution of all initiative undertaken by ADAA to the highest standards.

 

D. Corporate
• Oversee and direct periodic organizational structure change and to ensure optimal resource utilization.
• Direct change management through continuous improvement of department systems, processes and practices taking into account global standards and changes in the business environment, which demand proactive action plans.
• Ensure that all department reports are prepared timely and accurately and meet ADAA requirements, and quality standards.
• Oversee department adherence and compliance with all ADAA corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety etc.) and code of business conduct.

 

E. General
• The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.

• The academic and professional certificates required and approved by ADAA should be acquired within the period specified and based on the employee’s Individual Development Plan.
• Perform the task and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.
• Ensure teamwork, collaboration and dedication in performing duties.
• Showcase a strong leadership to the team members.
• Knowledge and awareness about the capabilities of the subordinates and showcase a strong knowledge in the field of specialization.
• Provide the required support and guidance to the subordinates.
• Take responsibility of the decisions made.

 

Requirements

Minimum:

• Bachelor’s degree in relevant subject or equivalent experience

• Microsoft Certified System Engineer (MCSE) status or CISCO certified internetwork expert (CCIE)

• Certification in business enterprise solutions such as CIERP
• Certified Information Security Manager (CISM)
• Information Systems Audit and Control Association (ISACA),
• ISO 27001, ISO 20000 and SSA16
• Computer Network Engineer (CNE) or
• Cisco Certified Network Associate (CCNA) or
• Information Technology Infrastructure Library (ITIL)

• 12+ years of relevant experience in IT strategy formulation, policies, processes, systems development and infrastructure out of which 8 years in a managerial role.

 

Preferred:

• Master’s Degree in relevant subject is preferred.

• Project Management Professional (PMP)
• Leadership ILM 5

• Exposure to networking accessories, LAN, WAN, TCP/IP, DNS, UDP, VoIP, etc. is desirable.
• Expertise in computer hardware and software systems, programs and troubleshooting.
